		<description>If the sidewalk is within the the street&#039;s right-of-way, it is not private property, and it was not a crime. If that&#039;s the case, that security guard (essentially a mall cop) was a moron by ordering someone without authority. At least he did the smart thing by driving off before he got into a pickle.</description>

		<description>When the rent-a-cops take the position, spoken or unspoken, that they areenforcing corporate policy, then it falls on corporate HQ.  Many corporations will react unfavorably if an employee speaks publicly in a manner that shows the corporation in a bad light, as well.  (By that I mean something short of whistle-blowing, such as saying &quot;our products are crappy&quot;, or &quot;top management is a pack of idiots&quot;.)  

Granted that security is often farmed out to another company, but policy is still set by the hiring company, and they bear the brunt of the blame, unless the security company can be shown to have a track record of holding such policies.  The last would make for an interesting field of study, though.</description>
