I understand that such dealings involving the general public on a day to day basis to many law enforcement officers may be tedious, uncompromising, and regrettably dangerous. Without a doubt, the vast majority of law enforcement officers throughout many organizations, including my own, are well trained professional individuals that abide by the regulations, statutes, and laws of their particular jurisdictions as well as adhering to the principles and moral ethics needed in order to continually assist and protect citizens throughout our nation. I believe that the Virginia State Police is a testament to the above avowal and the professionalism of law enforcement throughout many organizations itself. However, it is irrevocably concerning that an officer of the Virginia State Police recently failed to uphold these standards and principles. I realize that a definite number of patrolmen must be actively engaged in order for the tasking of enforcing the law to take place, nonetheless, maintaining professional and moral ethics. Unfortunately, I encountered one of your patrolmen who failed to uphold and display these morals, consequentially lacking the essential professionalism of a law enforcement officer. During a minor traffic infringement for speeding on November 3rd, 2009, heading westbound on I-64, at approximately 11:00, I was approached by officer SK Stirling, whose badge identification is 6734. After the named officer above approached my vehicle, I cordially greeted him in a professional manner, in which he dismissed. Immediately following greeting the officer, the officer asked for my license and identification in a characteristically taught manner. Upon examining my driving credentials, Officer Stirling informed me that I was speeding to which I concurred. I immediately apologized for speeding and typically stated that I was going with the steady flow of traffic. Officer Stirling then became aggressive. He disagreed and replied that he observed me going faster than the speed limit allowed. I agreed and acknowledged that I wasn’t being attentive due to a phone call that I was taking through my vehicle. I was then told in a very aggressive manner by Officer Stirling that my window tint was illegal in Virginia. The back three windows had 5 percent tint applied to them and the front two windows had 35 percent tint applied. I asked Officer Stirling what the Virginia law was for vehicular tinting and if it mattered that I was in compliance with my state, since I am not a Virginia resident and had been in the state for approximately two weeks. To my dismay, he informed me that I was going to receive a citation for the tint as well. I then disclosed to the Officer that I was a law enforcement official as well. In disbelief Officer Stirling became extremely hostile accusing me of not being a law enforcement official as well as not being a military official or even in the military. I calmly explained to the officer I have my credentials on hand and he commenced yelling absurdities such as arresting me for obstruction for asking questions about tint laws, having my vehicle towed for having the above listed tint, and “putting me in the Norfolk jail with the rest of the people like you.” He then gave me a very malevolent stare and then walked back to the rear of my vehicle. At this time I was generally petrified that this was happening to me. I understand that I was wrong for speeding. I also now understand that my tint was unlawful in accordance with Virginia law. Yet, what I don’t comprehend nor appreciate was the callous and malicious treatment that I received. What was his motivation for these actions? I cannot begin to fathom why this happened. I can’t help but thinking that this could have been racially inspired. He did not pull me over until he was next to me on the interstate to the point that my face was recognizable. Perhaps this was the cause, yet I beg that it is not. However, the fact remains that this absurd and embarrassing predicament that I was placed in was preposterous. Even though I am a law enforcement official, I became extremely terrified as it became apparent that Officer Stirling has a serious issue that is very concerning. His very hostile actions led me to believe that my life may be in peril if this officer loses it. My training brought me to the determination that if this guy suggests I am a threat to him in any way he will not hesitate to use unneeded deadly force. There was no second officer called while on this stop. The end result would be a cop slain by another cop and my wife would be a widow. This is unacceptable and completely inexcusable. He did not want to view my law enforcement credentials and he felt the need to threaten me with arrest and incarceration. If this is happening to me, what about the safety of the citizens that are just normal citizens? Many of whom, will not voice their concern. He forced me to peel off the tint on my luxury sedan which ought to be removed professionally to prevent damage to the glass and the window motors. The glass on my vehicle is damaged and the window motor is as well due to the tint being removed unprofessionally due to the ill temperament of Officer Stirling using measures of intimidation and persecution to achieve control. After the officer returned again to yell and bully me, I once again obeyed as if I were some animal with no rights. After he walked back to his vehicle again, I frantically called 911 for the reason that I suddenly I felt that this officer is out of control and I may find myself in a body bag because the named officer has seemingly poor judgment and severely lacks the professionalism that is to be instilled in fellow law enforcement officers. I am appalled that this happened and I fear for the safety of others while this officer is on duty. Moreover, it makes me question my safety while I am off duty and driving to and from locations. I implore and trust that this situation is understood to be of the utmost importance necessitating stern actions to be taken in order to resolve this matter swiftly and diligently. I deduce that I would receive a response within 7 days due to the seriousness and gravity of this circumstance as well as an apology for the unwarranted maltreatment. If assiduous action is not taken I must presumably conclude that I am disregarded ,resulting in my pleading to much higher echelons for actions to be taken in order to achieve peace of mind towards ensuring my family’s safety, including myself, the safety of other citizens, and the understanding that this officers actions are in fact intolerable and unspeakable.
