Even Alpizar's wife stated that Alpizar had claimed to have a bomb. He fled off the plane, then when the FAMs (in English and Spanish) ordered him to stop (from heading back into the terminal area) he told them to shoot him because he had a bomb. He reached into his backpack (which he was wearing on his chest, not his back) and that's when they shot.
